The Geography or Map Request Service is responsible for receiving a request from aanother 'DataWeb' service, reformatting the request into a map server language, such as ARC XML (request language for an ESRI server) or an http request to the Minnesota Map Server. The service then sends the request to the map server and translates the response and returns it other 'DataWeb' services.
